Ensuring that energy efficiency retrofits actually save energy is crucial to states meeting their energy conservation goals. Independent third party inspection services are increasingly used by utilities and agencies to inspect contractor installations and ensure quality. The contractor that performs the installation pays for the inspection, and agrees to remedy any deficiencies discovered by the inspector.
